Drag the background layer to the Create New Layer icon
to duplicate the layer.
2. Choose Filter >
Blur > Motion Blur.
Select the options
shown, and click OK.
3. Click the Add
Layer Mask icon in
the Layers palette.
Select the Brush tool,
choosing a large, soft
brush (65 px is good).
4. Select black as
your Foreground
color. Paint over the
parts you don’t want
blurred (like the
boy’s face and his
shirt), keeping the
edges fuzzy to frame
them within the blur.
